Quinto Conto Energia (D.M. 5/07/2012)

Ministerial Decree 5 July 2012, published in the Official Gazette no. 159 of 10 July 2012, the so-called Quinto Conto Energia, redefines the incentive arrangements for the production of electricity from photovoltaic sources.

The incentive arrangements provided for by the Fifth Energy Account apply from 27 August 2012, or after 45 calendar days from the date of publication of the resolution with which the Authority for Electricity and Gas (AEEG) has determined, on indication of the GSE, the achievement of a cumulative indicative annual cost of incentives of 6 billion euros (AEEG Resolution 12 July 2012, 292/2012 / r / efr).

The Fifth Energy Account ceases to apply after 30 calendar days from the date on which an indicative cumulative cost of the incentives of 6.7 billion euros per year will be reached (including the costs incurred by the plants registered in a useful position in the Registers), which will be communicated by the AEEG – based on the elements provided by the GSE through its photovoltaic meter – with a specific resolution.

The incentive tariffs of the Quinto Conto Energia are recognized to the following technological types:

  • photovoltaic systems, subdivided by type of installation (art.7 DM 5 July 2012);
  • integrated photovoltaic systems with innovative features (art.8);
  • concentration photovoltaic plants (art.9);

The interventions allowed to request the incentive rates are those of new construction, total makeover or upgrading, as defined by the Decree.

To benefit from the incentive tariffs, photovoltaic systems must comply with the requirements described in articles 7, 8 and 9 of Ministerial Decree 05/07/12 and specified in the Application Rules for registration in the Register and for the recognition of the incentive tariffs.
